Seeking a Construction Manager for a Hydropower Project in Pakistan to start immediately for at least 12 months with potential contract extensions. The Construction Manager is the senior member of the consultant’s staff resident in Pakistan who will be based on site and will be responsible for running the consultant’s offices on site and in Lahore.
The Construction Manager will provide overall leadership of the Consultant’s team and will manage the contractual and organisational issues associated with works with a total value of USD 700 million, the Construction Manager will report to the Project Director who is also involved with claims analysis and adjudication.
In addition to the day to day management of the project the Construction Manager will be the main point of contact with the client, their General Manager who has responsibility for the complete project complex is also based at site, the client’s head office is in Lahore and some meetings with senior staff are likely to be held there or in their Islamabad offices.
The project office in Lahore is the centre for civil design and M&E design approval as well as project reporting, office currently accommodates about 65 staff although it is expected that numbers will shrink during 2016 as the design works are completed. The site team currently numbers 125 staff and is expected to remain at about this size until about the end of 2017.
The Construction Manager at site will be supported by two Chief Resident Engineers, one each for the civil and mechanical works, who will in turn be supported by a number of resident engineers with responsibility for specific work areas.
The duties of the Construction Manager will include:
- Day to day management of the consultant’s site office.
- Managing through his site teams the interfaces with the Contractors on site.
- Health and Safety and Environmental and Social impacts
- Quality and Contracts / Claims
- Overall responsibility for the organisation of the consultant’s project team in their review of Contractor’s invoices, claims and similar submissions.
- Reports and contributions to reports describing day to day progress and other important project issues.
- Organising visits from senior client’s staff and others such as World Bank Monitoring teams and the independent Panel of Experts.
- A good understanding of project scheduling/programming and ability to drive to good solutions (operation of the software not required).
The Construction Manager is expected to be able to work without day to day guidance but where possible to discuss issues of significance with the wider team including those offshore.
The candidate will probably be a graduate civil engineer but other related degrees supported by good experience would be considered as long as they were accompanied by good experience in the leadership and management of large engineering projects. Whilst preference will be given to a background in hydropower but that is not the overriding requirement.
The candidate must be able to motivate his staff and provide a supportive working environment. Good communication skills both verbally and in writing are important but English does not necessarily need to be the mother tongue. An understanding of the operation of civil and E&M contracts would also be an advantage but specific experience of the current World Bank contract conditions is not essential.
